We recommend you use a table to structure your page when you have this type of bordered background so the type doesn't run into the picture.  See the difference below? Much better!
 
 
  
To save the background, right click on the background, then the menu will pop up. Click on "Save Background As" to save it to your hard drive. Then you can use it as a background for your own pages by opening the page you want to edit, chosing "Background" (this is for programs that write the html code for you, by the way), and finding where you saved this background on your hard drive and clicking on that choice. You then have to upload the edited page AND the background BOTH to your server for the background to show up on your web page for the rest of the world! 

In this case, I created a table and set it to be 575 pixels wide to fit all screens then set it to sit flush right.  You can also do two columns and create a transparent gif for the left column over the border picture so the text won't run into it, but that's a bit more complicated.
